'Candy game'
Mary Prior KC, prosecuting, outlined the criminal behavior to the legal proceedings.
She said his targets were disadvantaged youngsters who were participating in a summer camp which he managed.
The man engaged in a "sweet game" with the minors, the legal counsel said, in which he would go into the boys' rooms when they were getting ready for bed and tell them to ingest treats "rapidly".
She stated to the judge Ruben had played this game with the boys "for many years", and children had previously become sick the next day.
She explained the defendant had been capable of justifying this repeatedly as the children being "overwrought by enjoyment", until his stepson had concerns in July 2025.
The legal representative stated further: "Recently" his stepson had concerns about the situation, justifiably.
"They resolved" to investigate in the man's possessions."
The legal counsel said objects including lubricant, ointment and medical needles were discovered, and his family member contacted the authorities about his concerns.
She explained Ruben continued to play the "candy game" with six youngsters that evening - that Saturday - and they were all ill the subsequent day.
"Authorities" had not arrived by that point," she continued.
The regulatory agency, the police conduct office, earlier informed that it was reviewing the police response of the situation.
Mrs Prior said the minors were struggling to walk due to being ill, so the family member contacted the police again.
She stated the defendant then conducted the "treat game" in a area of five minors.
